Cut the potatoes, carrots and onion into pieces, slightly larger than bite-sized. Rinse then dry the potatoes. Fry the beef in a bit of vegetable oil, just until all the red color disappears. Set aside about 80% of the beef. Add the carrot and potato, then continue stir frying on high heat for a few minutes to give everything some color. Do the same with the onion for just a couple of minutes. Add the stock to just cover the bottom, and 2-3 tablespoons of mirin, making it as sweet as you want. Simmer for 10 minutes with a lid. Add two tablespoons of soy sauce. Simmer for 10 more minutes, or until the potatoes are done.
